Police arrest armed tow truck driver accused of removing victim from vehicle in attempted citizen's arrest
The suspect was charged with multiple counts following the west Toledo incident, police say. Police in Toledo, Ohio, have arrested 30-year-old tow truck driver Dylan Cannan for allegedly removing the victim from his vehicle at gunpoint during an attempted citizen's arrest. The suspect was charged with multiple counts including abduction, aggravated menacing, and unlawful restraint. A grand jury did not indict Cannan on charges of reckless operation and obstructing passage of other vehicles. The victim has not been charged with any criminal counts as of Thursday. Cannan made an initial court appearance and is due back in court on Dec. 28.

TOLEDO, Ohio — UPDATE: On April 4, Cannan was indicted on a third-degree felony charge of abduction, a first-degree misdemeanor charge of aggravated menacing and a third-degree misdemeanor charge of unlawful restraint. A grand jury did not indict Cannan on charges of reckless operation and obstructing passage of other vehicles.
Police arrested one person after he allegedly chased a vehicle in west Toledo and removed its driver at gunpoint Monday afternoon.
According to a Toledo police report, crews responded to the intersection of Central Avenue and Upton Avenue at approximately 3:41 p.m. regarding a weapons call. Police found 30-year-old Dylan Cannan, who was allegedly found kneeling on the back of a victim.
Cannan, described as a tow truck driver in the police report, told law enforcement he had witnessed a "felony hit-skip" collision and chased after a person in his vehicle. Once Cannan caught up, he produced a firearm and removed the victim from the vehicle and held them down.
Further information regarding the alleged hit-skip was not included in the Toledo police report.
Bodycam video from Toledo police showed the suspect telling officers the victim struck a vehicle, which he claimed his wife was driving with their children inside. Cannan described the incident as a "felonious f--- hit and run" on bodycam footage.
Police arrested Cannan and charged him with reckless operation, obstructing passage of other vehicles and felony abduction. Cannan made an initial appearance in Toledo Municipal Court Tuesday morning, where his bond was set at $25,000. Cannan is due back in court on Dec. 28.
The victim was not injured in the incident, police claimed in the report. As of Thursday, the victim has not been charged with any criminal counts.
